Licences

The licences for opening a restaurant or café in Riyadh, in order

Six approvals, the order they fall in, who issues each one, and who carries it on the project.

A restaurant or café in Riyadh opens on six approvals, in this order: the commercial registration, the landlord's or mall's approval of the design, a renovation permit if the works need one, civil defence's safety licence, the municipal licence through the Balady platform, and the municipality's health requirements for food premises. The first two are the owner's; the rest follow the fit-out and inspect the finished room, so they belong inside the construction programme, not after it.

The order is not a formality. Each approval reads the one before it: the landlord approves a design, civil defence inspects what was built to that design, and the municipal licence expects the civil defence approval to be in place.

What does the owner handle, and what does the contractor handle?

The commercial registration and the lease are yours: they name the company and the activity, and nobody else can sign them. Everything after that is about the building, and it should sit with the people building it. When the contractor carries the approvals, the drawings that go to the authority are the drawings that get built, and the inspector meets the team that did the work.

Hiring, visas, tax registration and the point-of-sale system are part of opening a restaurant, but not part of fitting one out. They run in parallel on your side.

When is a renovation permit needed?

When the works go beyond interior finishes: changes to structure, openings in slabs or walls, the façade, or a change in the use of the space. A licensed engineering office prepares and submits it. A fit-out inside an approved commercial unit that leaves the structure alone often needs none; the landlord's approval still applies. Confirm it for your unit before the programme is fixed.

What does civil defence check in a restaurant?

Fire detection and alarm, emergency lighting and exit signs, extinguishers, sprinklers where the building has them, an automatic suppression system over the cooking line, gas safety where gas is used, and exits sized for the number of people inside. The civil defence guide goes system by system.

It is also the approval most likely to move the date. Our planning allows 1–2 weeks for a civil defence inspection that runs late, which is why the fire systems are installed and tested before the ceiling closes, not after.

What are the health requirements for a food premises?

The municipality inspects food premises against its own requirements. In practice the fit-out has to deliver washable, non-absorbent floors and walls in the kitchen, hand-wash basins where food is handled, separation between raw and cooked preparation, adequate ventilation and extract, sealed openings against pests, and drainage that runs through a grease trap. Staff who handle food need health certificates, issued through the municipal system.

Most of this is decided in design. A kitchen drawn without a hand-wash basin at the pass is a kitchen that fails its inspection.

How long do the licences take?

On our restaurant programme the licences take 4–6 weeks, alongside design and build rather than after them. The whole programme, from signature to handover, is 13–15 weeks. Where licences are being renewed or amended rather than issued new, we plan the licence stage at about 50% of that.

The usual reasons it runs longer: a landlord or mall approval that comes back late (we allow 2–4 weeks), or a design change after submission. The restaurants page sets out every stage, and how we work shows where each approval falls.

Questions owners ask

Can the fit-out start before the licences are issued?

Yes. Work on site starts once the landlord has approved the design and any renovation permit is in place. The civil defence and municipal licences come at the end, because they inspect the finished premises.

Do I need a new licence to take over an existing restaurant?

A change of owner or activity needs the licence amended or issued new, and the premises must meet today's requirements, not the ones in force when it first opened. Budget for the fire and kitchen systems to be brought up to date.

Who applies on the Balady platform?

The licence is in the business's name. On our projects we prepare the file and the premises, and we are on site for the inspection; you hold the account and the registration.

Does a café without a hot kitchen need all six?

Yes, though the civil defence and health requirements are lighter without cooking: no suppression over a cooking line, and a simpler extract and drainage.
